Proposed Amendments to Village at Palisades Tahoe Specific Plan
OLYMPIC VALLEY
Residents are invited to attend the April 16 planning commission meeting to learn about proposed amendments to the previously approved Village at Palisades Tahoe Specific Plan.
The commission will hear details about the proposed amendments, ask questions, and hear feedback from attendees before considering a recommendation to the Placer County Board of Supervisors. The meeting will be held at the North Tahoe Event Center starting at 10 a.m.
The Village at Palisades Tahoe Specific Plan has seen various iterations in the past decade. The project was initially approved by the county’s board of supervisors in 2016, litigated, and brought back to the board in 2024. The specific plan was approved by the board on Nov. 19, 2024, and litigated a second time. In July 2025, Palisades Tahoe reached an agreement with the League to Save Lake Tahoe and Sierra Watch to settle litigation challenging the specific plan development in Olympic Valley. The agreement resulted in Palisades Tahoe requesting a reduction of the approved project.
The proposed amended plan:
- Reduces the total hotel/condo bedrooms within the specific plan by 40% to 896.
- Reduces total new commercial space by 20% in the main village area to 222,000 square feet.
- The Mountain Adventure Camp size has been reduced to 72,000 square feet and the height has been reduced to 78 feet.
- Sets a plan for development within the specific plan boundary for 25 years.

Open BriefMeasure S Citizens’ Oversight Committee Updates
EL DORADO COUNTY
The decision of voters to approve Measure S in the unincorporated area of El Dorado County within the Tahoe Basin in November of 2022 has begun to bring about the positive changes residents wish to see in both snow removal and the severely deteriorated condition of the streets.
The additional 4% increase in transient occupancy tax (TOT) generates revenue specifically restricted to improvement of pavement conditions and purchase of snow removal equipment. The Measure S Citizens’ Oversight Committee continues to ensure that funding generated is used for the intended purpose and is in addition to, not replacement of, the normal annual funding the El Dorado County Department of Transportation has expended historically on snow removal equipment and street maintenance.
At its June 3, 2025 meeting, the committee recommended the purchase of two new graders to replace aging equipment, at a cost of $600,000 each for a total of $1.2 million.
Road surface repairs were made utilizing $224,283 of Measure S funding. These funds were used to seal asphalt work that had been completed the prior year to ensure longevity of the repairs that had been made.
The committee discussed a desire to split Measure S funding evenly between new equipment and road repairs. While it continues to address the aging snow removal equipment fleet, it can now look forward to focusing more funding on repairing our residential streets.
The county has prepared a comprehensive roadway Pavement Condition Index (PCI) report to aid in determining priorities for street repair. Road repair is anticipated to begin this summer.

TRUCKEE
Free Medication Take Back Day on Saturday April 26 from 10 a.m. to 2 p.m. in Truckee in front of the Safeway parking lot. Drop off unneeded or expired prescription and over-the-counter medications safely, effectively, and anonymously. Please put pills into a zip-lock bag and dispose of empty pill bottles in trash or recycling. Keep liquid medications in the original bottle and black out confidential information and put it in a zip-lock bag. Unfortunately, electronic vaping devices will no longer be accepted.
The Speedy Foundation will be onsite to educate community members about opioid overdoses and how they can be prevented with Narcan and fentanyl testing strips, which will be available for free.
Residents can also utilize free permanent prescription drug bins located at the Truckee Police Department Monday through Friday, 9 a.m. to 5 p.m., or Washoe County Sheriff’s Office-Incline Station, Monday through Thursday, 8 a.m. to 1 p.m. and 2 to 5 p.m.
Free Medication Take-back Day is a collaborative effort of the Truckee Police Department, Nevada County Public Health, Tahoe Forest Health System, The Speedy Foundation, and the DEA.

Open BriefWinter Speaker Series Season Concludes with Over $850,000 Raised
LAKE TAHOE
The 20th annual Alpenglow Sports Winter Speaker Series, presented by the North Tahoe Chamber, concluded on Friday, March 6, with Dave Nettle and nonprofit beneficiary Tahoe Cross Country Ski Education Association.
This season alone raised over $850,000 marking a 52% growth in fundraising from last year! As a result, the five supported nonprofit beneficiaries will receive over $120,000 each. The nonprofit organizations supported this season include Truckee Dirt Union, Truckee Roundhouse, Lake Tahoe Waterman Association, Headwaters Science Institute, and Tahoe Cross Country Ski Education Association.
Broadly, this group of organizations provides access to community, outdoor recreation opportunities, and educational programs. From more connected and accessible mountain biking trails to increased craft, technology, and arts education opportunities to an adaptive paddling program to equal access to science education in our school system to the growth of cross country ski and mountain bike programs available for all user groups, the common thread is accessibility; and as a result, these programs are incredibly life changing for so many within the Tahoe Basin.

Open BriefPublic Invited to Hands-On Showcase of New Voting Machines
WASHOE COUNTY
The Washoe County Registrar of Voters invites the public to stop by and try the county’s ballot marking devices, the new in-person voting method voters will use in the upcoming June primary and November general election.
Community members can see and test the new equipment during a hands-on showcase from 3 to 7 p.m. Tuesday, March 24 at the Registrar of Voters’ new warehouse, located at 6550 Longley Ln., Ste. 145, Reno. Attendees will also have the chance to tour the facility, which currently supports storage and logistics for election equipment and will become the permanent office, headquarters, and central ballot-processing facility for the Registrar of Voters for the 2028 election cycle.
The ballot marking devices were approved for purchase by the Washoe County Board of County Commissioners during its Nov. 19, 2025, meeting as part of the county’s transition to a vote center model that prints ballots on demand, allowing voters to hold and inspect their tangible ballot before casting it into a vote center ballot scanner.

NEVADA COUNTY
The Nevada County Board of Supervisors, through the Adult and Family Services Commission, anticipates the authorization of funding to facilitate projects in support of programs that alleviate the causes of poverty in Nevada County through the issuance of Community Initiative Funds (CIF). It is estimated that the Community Initiative Funding (CIF) available under this RFP will total $30,000. Funds will be allocated on a one-time only basis to two separate projects at an amount not to exceed $15,000 each; the term of award is July 1, 2026 to June 30, 2027. The Historic Preservation Advisory Commission (HPAC) is an important component of historic preservation efforts in Truckee including implementation of the Downtown Truckee Plan. HPAC is tasked with reviewing and making recommendations on projects located in the Historic Preservation Overlay District and providing direction to staff, the community, and decision-makers on the historic preservation topics.
Other responsibilities include reviewing, commenting and making recommendations on:
- National Register Nominations
- Environmental Assessments
- Historic Inventory/Design Guideline updates
- Land use applications, housing and redevelopment projects, and infrastructure improvements.
Qualifications:
The Town of Truckee is currently seeking to fill one vacancy with either a professional in the discipline of architecture, historic, architectural history, planning or historic preservation, or a historical society member.
It is desirable that members reside, work, or own property or a business in the Historic Preservation Overlay District. In addition to regular meetings, each commission member shall attend at least one informational or educational meeting, seminar, workshop, or conference per year that pertains directly to the work and functions of the commission.
HPAC meets the second Wednesday of each month at 8:00 a.m. The term of appointment runs from the date of appointment to November 2027.

Darcy Parrillo Named District Manager
KINGS BEACH
The North Tahoe Chamber announced that Darcy Parrillo has been appointed to the role of Kings Beach district manager. Responsible for advancing the economic vitality and vibrancy of the Kings Beach District, the Kings Beach manager is charged with enhancing its identity through placemaking, cultural and legacy events, business-forward initiatives, and strong business relationships.
Parrillo will lead the district’s annual work plan and accompanying budget in collaboration with the volunteer Kings Beach District Advisory Committee. This includes leading revitalization initiatives, supporting efforts to attract, retain, and expand businesses within the district, and advance opportunities that support economic vitality, community benefit, and long-term prosperity. She will also serve as the primary advocate and spokesperson for Kings Beach District businesses and the community with the NTCA, North Tahoe Chamber, NTPUD, TCDA, Placer County, Caltrans, and other public agencies and nonprofits.
Prior to serving as the operations manager for the Kings Beach District, Parrillo worked in design research for Kaiser Permanente and hunger relief efforts through Share Our Strength. She is a graduate of Colorado College and earned her Master of Public Health from the University of California, Berkeley.

Boarding for Breast Cancer (B4BC) is getting ready to paint the mountains pink at Palisades Tahoe Alpine of its 2026 Love Your Peaks Winter Prevention Series presented by LivOnLabs. Taking place March 27 to 28 in partnership with Palisades Tahoe Alpine, this weekend event promises a full schedule of activities, friendly competition, and community spirit, all for the purpose of supporting B4BC’s breast cancer education, prevention, and survivorship programs. Every participant will be able to register, fundraise, ride, and win while supporting B4BC’s mission of early detection + a healthy, active lifestyle as the best means of cancer prevention.
The Love Your Peaks Palisades Tahoe Alpine stop kicks off on Friday, March 27, with a B4BC raffle and auction at The Auld Dubliner from 5 to 8 p.m.
On Saturday, March 28, participants can register for B4BC’s Pink Poker Run, with riders taking off on the run from 11 a.m. to 1 p.m. The Pink Poker Run is a hands-on activity for all ages where participants collect pink playing cards at five checkpoints sprinkled across the resort. Those with the three best poker hands at the end of the run will win valuable prizes, and attendees who come dressed in their best pink costume and spirit will earn a bonus card. Registration is a $25 suggested donation which includes a B4BC goodie bag and can be found here.
Closing out the weekend will be an après at the Truckee Pastime Club with live music from “Another Damn Disappointment.”
