At the Sept. 23 Town Council meeting, the Town of Truckee unanimously approved the Inclusion, Diversity, Equity, and Accessibility (IDEA) Action Plan. The plan was presented by Andrea Fernandez Landa, who leads the Town’s IDEA Program, and received enthusiastic support from council.

The plan represents the culmination of a two-year process that combined internal evaluation with extensive community engagement and local partnerships. With initial support from the Equity and Wellness Institute and guidance from the Town’s IDEA Steering Committee, the resulting five-year plan provides a shared framework to guide meaningful action across departments and services.

The action plan identifies six focus areas:

    • Develop a Community Engagement Framework, adopt a Housing Equity Framework, create a youth commission, establish an Outreach Partnership Grant Program, expand transportation outreach, produce Veteran Spotlight videos, and conduct targeted engagement with individuals with disabilities.
    • Work with the Washoe Tribe of Nevada and California to strengthen and expand tribal recognition and collaboration.
    • Create a Language Access Plan, provide staff training on language access to serve individuals with limited English proficiency and explore additional outreach platforms.
    • Establish a standing IDEA Committee to embed values across departments.
    • Provide role-specific training on topics including language and ADA access, harassment and discrimination prevention, cultural competency, and more.
    • Strengthen HR systems by developing inclusive recruitment strategies and offering training that promotes respect, empathy, and safety in the workplace.

Next, the action plan will be professionally formatted, translated into Spanish, and shared with the public.
